With the help of Gateway, Patch arrives in Puerto Verde, capital city of Tierra Verde. Patch runs into a fight, a mutant girl called Bandera is fighting another mutant called Tiger Shark. La Bandera absorbs the fighting spirit of her followers and focuses that power through her staff, she shoots Tger Shark off the pier with it. Bandera thinks she won when Tiger Shark breaks through the peir and attacks Bandera. Patch cuts Tiger Sharks suit which starts leaking water. Tiger Shark gets weak as the water drains. Tiger shark escapes back to the ocean. La Bandera tells Patch she is going to inspire a revolution to overthrow presidant Felix Caridad. Patch tells her to go home and that her power could get alot of people hurt. CIA agent. Jack Bascomb calls out to Patch. Jack tells Patch that Presidant Caridad's drugs killed her dad.

In New York, Kingpen is talking to Presidant Felix Caridad through a video screen. Caridad is mad that Kingpen sent Tiger Shark to Tierra Verde with out telling him. Kingpen tells him that Tiger Shark is there to get rid of La Banera for crippling Kingpen's drug operation in Florida.

Back in Tierra Verde, Felix Caridad is mad from his conversation with Kingpen. Geist offers Caridad a relaxing shave. Caridad ask Geist if its true that he used to shave Hitler. Scientist tell Caridad that they located where the special drugs are coming from, El Jardin Del Ray. Caridad tells the scientist about a myth her heard as a kid, about gods having a battle there and one died on the hill side. scientist tell Caridad that they can't find a person that survives the drugs. Caridad tells the that Geist has found a man named Roughouse that can take high doses of the drug. Caridad leaves and tries to convince Sister Salvation to heal Roughouse of the drugs. Geist all alone is attacked by Wolverine. Wolverine decides to give some payback to Geist, Wolverine throws him around and then stabs Geist's hand. Wolverine demands Geist take him to Roughouse. Geist takes Wolverine to the lower levels of the Palace. La Bandera and her followers attack the palace above. Tiger Shark sneeks up on Wolverine and pulls Wolverine into the ocean water. Wolverine tries to get to the surface, but Tiger Shark pulls him down.
