Wolverine Vol.1 #124Rascal attempted to capture Captian America in public, so that he would get plublicity. Rascal has no known mutant abilities, but uses many advances technology like, power suits that make him invisable, googles that can see invisable people, and laser guns. Rascal was captured after Wolverine help Captain America defeat him. Rascal has followers he calls his Rodents, but most of them were just paid killers.
